The Nokia contraction continues: 3,500 further job losses and more on the horizon

Nokia always said there'd be "substantial reductions in employment" but it's still brutal to see it happen. The manufacturer just revealed it intends to close its massive manufacturing plant in Cluj, Romania (pictured above) in order to shift high-volume feature phone production to Asian factories. The Cluj plant currently employs 2,200 people. Further "consolidation" of Nokia's Location and Commerce business will result in the closure of sites at Malvern in the US and Bonn in Germany, impacting around 1,300 employees. Finally, the company also says it'll review its production operations at Salo in Finland, Komarom in Hungary and Reynosa in Mexico, but we won't know how many workers this will affect until a further announcement at the beginning of next year. Nokia's press release says these cuts will take place by the end of 2012 and be in addition to the 4,000 job losses announced back in April -- it's copied in full after the break.

The Toshiba Qosmio F755-3D290 ($1,699.99 direct) sounds like the stuff of science fiction, with its integrated stereoscopic 3D technology that lets you watch video in 3D without glasses. Unfortunately, this new twist on display technology comes off as gimmicky and pulls down the overall quality of an otherwise well-equipped?if pricey?desktop replacement laptop. While gadget lovers and 3D aficionados may want to snap this up, most will wisely pass in favor of more mainstream alternatives.

Design and Features
The Qosmio F755-3D290 features Toshiba's Fusion 3D Finish, a textured metallic red plastic across the lid, with a glossy black finish covering the palm rest and interior. The glossy finish attracts plenty of fingerprints, but the patterned design disguises them fairly well. Measuring 1.5 by 15.3 by 10.5 inches (HWD), the Qosmio F755-3D290 is far from being the slimmest laptop in the desktop replacement category. Part of its girth can be attributed its thick lid and screen?needed in order to accommodate the additional hardware for the glasses-free 3D. This extra hardware contributes to the Qosmio's weight, tipping the scales at 7.5 pounds. Compared with the 5.5-pound Dell XPS 15z (Microsoft) ($999 direct, 4 stars), it's no featherweight, and it weighs just as much as the HP Envy 17 3D ($1,599.99 direct, 3.5 stars), which has a larger 17-inch screen.

The most distinguishing feature on the Qosmio F755-3D290 is its ability to display 3D content without the need of glasses. Rather, Toshiba's "Active Lens" technology creates a double parallax display that allows two separate images to be displayed at once, and directed to each eye independently. While displaying 2D content, the 15.6-inch display offers 1,920-by-1,080 resolution, with a widescreen format. When displaying 3D content, the resolution drops to 1,024 by 768, the same resolution you would see on a budget laptop, albeit in stereoscopic 3D. The display also has faint diagonal lines running across the screen, which diminishes the visual appeal of the 1080p display.

Through the Qosmio F755-3D290's built-in webcam and Toshiba's FaceTracking technology, it determines the position of your eyes and adjusts the angle of the two images to accommodate every turn and shift of your head. Admittedly, it's an exciting concept, but in practice it falls short of expectations. To hear Toshiba tell it, you'd think that watching a movie with the glasses-free 3D enabled would be a movie-lover's dream, with added depth and not even the barrier of a pair of glasses separating the viewer from immersing themselves in cinematic splendor. In practice, the effect is difficult to watch for more than a few minutes. Though the FaceTracking technology adjusts the picture for your head movement, it lags so badly that the effect is more problematic than the issue it's purportedly solving. And if you already find yourself woozy when watching 3D, the new display makes it worse as it constantly warps and shifts to match your vantage point. While the concept of glasses-free 3D is enticing, this is clearly a technology that needs a few more kinks worked out.

The keyboard's keys are square, but aren't separated in the usual chiclet-style as they are on keyboards like the Sony VAIO VPC-F215FX/BI ($1,799 direct, 4 stars). Unlike the sculpted keys of the Editors' Choice Dell XPS 15z, the Qosmio F755-3D290 has flat-surfaced keys with a slightly raised square keycaps, mimicking the feel of a chiclet-style keyboard. There's also a 10-key numeric keypad for number entry or gaming. A capacitive-touch control strip above the keyboard lets you control functions (like volume, 3D, Wi-Fi, etc.) with just a touch. Just below the keyboard is a multitouch trackpad molded into the surface of the palm rest. The trackpad surface is distinguished by a light texture and glowing strip across the top. Below the touchpad are two shiny right and left mouse buttons, polished like a chrome bumper. They click easily, but don't offer the same softness as the mouse buttons on the Dell XPS 15z.

The built-in Harman/Kardon stereo speakers are paired with Dolby Advanced Audio and Waves MaxxAudio 3 audio enhancement software. The resulting audio quality is quite good, but it can't offer the same sort of bass heard from the HP Envy 17 3D, which has a built-in subwoofer and is equipped with Beats audio.

The Toshiba Qosmio F755-3D290's feature set is pretty well fleshed out. The three USB 2.0 ports are equipped with Toshiba's Sleep N' Charge utility, which lets you charge your phone or MP3 player while the laptop is powered down, and one USB 3.0 port for connecting faster hard drives. The headphone and microphone jacks are juiced up, thanks to Toshiba's Sleep N' Music, which lets you listen to your MP3 player through the F755-3D290's speakers while the laptop is asleep.

In terms of connectivity, this laptop has Gigabit Ethernet and 802.11n Wi-Fi, as well as Bluetooth 3.0 and a media card reader (SD, MMC, MS/Pro, xD). A VGA port will let you connect to an external monitor or projector, and an HDMI-CEC port lets you display high-definition content on any HDTV. Unlike standard HDMI ports, HDMI-CEC also allows control of CEC-compatible TVs and set-top boxes through the laptop, reducing the need to juggle multiple remotes when streaming media from the laptop.

The Blu-ray drive supports 3D and has the ability to not only read, but burn Blu-ray discs as well as DVDs and CDs. It also offers LabelFlash software for burning labels directly onto compatible DVDs. The Qosmio F755-3D290 is equipped with a 750GB, 5400rpm hard drive. While this drive is a larger capacity than any of the units we compared it to, like the 640GB drive in the Sony VPC-F215FX/BI, it's also slower, as the Sony VPC-F215FX/BI and HP Envy 17 3D have faster 7,200rpm drives.

There is some bloatware, but not so much that you'll have to dedicate an afternoon to remove it all. Some users may welcome added programs like Microsoft Office Starter 2010 and Google Chrome web browser. Other programs are just taking up space, like a short 30-day trial of Norton Internet Security, Skype, several sample games from WildTangent, a dedicated desktop link to Amazon's website, and Toshiba-branded stores for Apps and eBooks. Toshiba also covers the Qosmio F755-3D290 with a one-year warranty on parts and labor, and covers the battery as well with its own one-year warranty.

Performance
Toshiba Qosmio F755-3D290 As a desktop replacement laptop, the Qosmio F755-3D290 is still a well appointed system, boasting a quad-core Intel Core i7-2630QM processor and backing it up with 6GB of RAM. This combination offered some of the best performance we've seen among the 15-inch laptop category, even topping the Editors' Choice Dell XPS 15z in several benchmark tests. Thanks to its quad-core processor, the Qosmio F755-3D290 scored 4.28 points in Cinebench R11.5, topped only by the similarly equipped Sony VAIO (5.07). It beat all its competitors in multimedia tests, completing Handbrake in 1 minute 37 seconds, and running through Photoshop CS5 in 3:57. With scores like these you can be confident that the Qosmio F755 will handle any program you want to throw at it, and if you can ignore the unusual display, it will serve you well for photo and video editing.

There's a lot of graphics horsepower behind the Qosmio F755-3D290 's 3D display, provided by an Nvidia GeForce GT 540M graphics card with 1GB of dedicated video memory. With the glasses-free voodoo turned off, the laptop produced strong scores in all of our graphics and gaming tests. In 3DMark 06, the F755-3D290 scored 9,941 points at 1,024-by-768 resolution. When cranked up to 1080p, the laptop scored 5,147 points. In actual gaming tests the Qosmio F755-3D290 produced strong results, pumping out 57.1 frames per second (fps) in Crysis and 39.8 fps in Lost Planet 2 at 1,024-by-768 resolution and medium quality settings. But frame rates dropped to unplayable levels when detail settings were increased and the resolution taken up to 1,920 by 1,080. All in all, the gaming performance topped that of both the Sony VPC-F215FX/BI and Dell XPS 15z, but was narrowly edged out by the HP Envy 17 3D.

High-end components and fancy display technology require a lot of power, and battery-life suffers as a result. On MobileMark 2007 battery life tests the Qosmio F755-3D290 lasted 2 hours 57 minutes using a 6-cell 48Wh battery. Though short-lived, it lasted longer between charges than other 3D capable laptops can manage, edging out the Sony VAIO VPC-F215FX/BI, which lasted 2:36 with a larger 54Wh battery, and more than an hour longer than the 1:45 time that the HP Envy 17 3D produced with a 62Wh battery. When compared with a standard 15-inch desktop replacement, however, this 3-hour battery life is quite meager: the Dell XPS 15z (Microsoft) lasted 6:22 with a 64Wh battery, more than double what the Qosmio F755-3D290 offers.

While the promise of glasses-free 3D may be enough to reel in some early-adopters and 3D enthusiasts, that gee-whiz appeal isn't enough to satisfy careful shoppers. While its price tag may not be unusual for a 3D-equipped laptop, it has a smaller, and lower-resolution display than competitors like the similarly-priced Sony VAIO VPC-F215FX/BI. It's also a good deal more expensive than any number of 15-inch laptops like the Dell XPS 15z (Microsoft), our Editors' Choice for the desktop replacement category.

Census: 131,729 gay couples report they're married (AP)

WASHINGTON ? Increasingly visible, the number of gay Americans telling the U.S. census they're living with same-sex partners nearly doubled in the past decade to about 650,000, and more than 130,000 of them recorded themselves as husband or wife.

Census figures released Tuesday provide a rare snapshot of married and unmarried same-sex couples in the U.S. based on the government count conducted last year, when gay marriage was legal in five states and the District of Columbia. It comes at a time when public opposition to gay marriage is easing and advocacy groups are seeking a state-by-state push for broader legal rights.

Some 131,729 same-sex couples checked "husband" or "wife" boxes on their decennial census forms, the first time people could do so, after gay marriage became legal in Massachusetts starting in 2004.

That 2010 tally of married gay couples is higher than the actual number of legal marriages, civil unions and domestic partnerships in the U.S. Even after New York legalized gay marriage in June, a Census Bureau consultant, Gary Gates of UCLA, put the actual number of legally recognized gay partnerships at 100,000.

"There's no dispute the same-sex population increases from 2000 and 2010," said Martin O'Connell, chief of the fertility and family statistics branch at the Census Bureau. In cases of couples who reported they were living in a marriage relationship, "they basically responded that way because that is truly how they felt they were living."

The total of 646,464 gay couples in the U.S. was a downward revision of the Census Bureau's count of 901,997 released last month. The bureau said Tuesday it had to make the adjustment after determining that coding errors resulted in an exaggerated count for the initial number.

Still, researchers believe the new estimate could be as much as 15 percent lower than the actual number of gay couples in the U.S. because of social stigma, discrimination or other concerns about confidentiality. In a small number of cases, younger gay couples also may not have been counted in the census if they were "doubling up" in a home where neither was the head of household.

Based on revisions made to the 2000 census figure as well, the number of same-sex couples nationwide rose 80 percent from an adjusted 2000 figure of 358,390. Previously, the Census Bureau had reported there were 594,391 same-sex couples in the U.S. in 2000.

Nationwide, about 51 percent of the couples last year were female. Nearly one in five of the same-sex couples was raising children at home ? widely distributed among those who reported being in marriage relationships and those who were not.

Broken down by state, the highest share of households with reported same-sex couples ? both married and unmarried ? was in Washington, D.C., at nearly 2 percent. Washington was followed by Vermont, Massachusetts, California, Oregon, Delaware, New Mexico and Washington state. On the other end of the scale, North Dakota, South Dakota and Wyoming had the smallest shares, each with less than one-third of 1 percent.

Gay rights groups say the latest census numbers are an important step in increasing visibility and helping to dispel notions that they live primarily in big cities on the two coasts. Still, because the census forms do not ask about sexual orientation, some activists have complained that single gays ? as opposed to those with live-in spouses and partners ? have no means of gaining collective representation through the census.

"Every step is a step forward in acknowledging that, yes, we do exist," said Lois Farnham, of Burlington, Vt., who recorded a civil union with Holly Puterbaugh the first day they were allowed in 2000 and then legally married her in 2009.

Farnham, 67, said she expected the census numbers would underestimate the number of people in such relationships, noting that many same-sex couples keep quiet about their married status. "They can't share that with a lot of people for family or job security reasons. It's still an issue and people are still being discriminated against," she said.

Puterbaugh, 65, said many couples live as if they're married without making it formal. "You have to remember that there are many straight couples who have chosen not to marry for whatever reason that may be," she said.

The new same-sex data also come as battlegrounds lie ahead over gay rights. Voters in North Carolina and Minnesota will be deciding next year on the fate of constitutional amendments banning gay marriage, while the Maryland Legislature is expected to consider a bill that would legalize it.

An August poll by The Associated Press and the National Constitutional Center found a narrow majority of Americans support legal recognition of same-sex marriage ? 53 percent to 44 percent opposed. That is largely unchanged from last year but a shift from 2009, when a slim majority opposed government recognition of gay marriage.

In 2000, citing the federal Defense of Marriage Act, the Bush administration directed the Census Bureau to re-code same-sex couples who identified themselves as married to be counted as unmarried partners. Pressed by gay-rights groups in 2009, the Obama administration reversed that policy, allowing the bureau to count same-sex couples as married.

Last week, the U.S. military passed a historic milestone with the repeal of its ban on gays serving openly.

LAS VEGAS ? Elton John is returning to Las Vegas for a three-year headlining gig at Caesars Palace.

The five-time Grammy winner is scheduled to perform Wednesday night for the first of 16 shows scheduled through October. The show is titled "The Million Dollar Piano."

John says it's named for the instrument he'll play during the show ? a piano that took manufacturer Yamaha four years to build.

His return comes more than two years after a five-year stint that ended in 2009. That run was originally planned for three years, but was extended because of demand.

John is one of music's most decorated stars. He was knighted by Queen Elizabeth II in 1998 and inducted into the Rock and Roll Hall of Fame in 1999.

LOS ANGELES (TheWrap.com) ? The producer of an upcoming John Gotti biopic is trying to make nice with actor Joe Pesci.

On Sunday, Marc Fiore sent TheWrap a written statement saying nice things about Pesci -- the actor who is suing the producer for allegedly downsizing his role after he'd already gone to the trouble of up-sizing his waistline.

"During the past few days, there have been erroneous reports in the media that I have been making less than favorable comments about Joe Pesci," Fiore wrote. "For the record, I am extremely fond of Joe, think he is a terrific actor and very much want him to be in the Gotti movie. It's unfortunate we have become embroiled in a lawsuit, however I am hopeful that we will resolve our differences and Joe will accept an offer from us to be in the film."

TMZ reported the "less than favorable comments" that Fiore is now calling erroneous.

According to TMZ, Fiore said that Pesci "desperately wants to be part of this film project" and that "it has been over 20 years since Mr. Pesci has been able to gather the attention he has by merely interjecting his role in this film."

Pesci sued Fiore in July, claiming that he gained 30 pounds to play the role of Angelo Ruggiero -- and then was offered a different, lesser role for significantly less money.

The lawsuit is only a slice of the weirdness surrounding the movie.

In June, Fiore removed Marty Ingels as executive producer of the movie. And in May, after director Barry Levinson questioned whether Lindsay Lohan would be in the film, Fiore issued a statement saying the troubled actress "will be playing the role of Kim Gotti" -- and will be in a second Fiore movie.

But now, it doesn't look like Lohan will appear in the movie.

And Levinson replaced original director Nick Cassavetes after Cassavetes had a scheduling conflict.

Despite the off-screen drama, there's plenty of on-screen talent. John Travolta, Chazz Palminteri, Kelly Preston, Al Pacino and Ben Foster star.

The movie is scheduled to start shooting -- shooting! -- January 3 in New York City.

Keli Goff: Is Racism Actually Worse in the Age of Obama?

There are plenty of downsides to racism, but the biggest is perhaps the fear and paranoia it instills in those who have experienced it or seen it up close and personal.

More than skin color or even the growing racial wealth gap it is this fear that remains one of the greatest unspoken gulfs between racial minorities, and everybody else. I say this because I -- someone who is occasionally criticized for presenting an optimistic view of race relations in my writing that is increasingly common among my generation -- have experienced this gulf with my white friends. They will simply never know what it's like to assume that the overly attentive sales associate following you around the store (without ever offering to assist you), is following you because she's worried you may steal something because of your race. It's a thought that will simply never cross their minds. (And yes for the record this has happened to me more than once. I've even been followed out of a store so an associate could "double check" that I had "remembered to pay," and this was after I had begun appearing on television regularly and had actually patronized the store several times before.)

But when your parents grow up in the segregated South and you grow up in the age of The Cosby Show, you remain conscious of the fact that being followed in a store will always pale in comparison to being called the n-word every day at school (which happened to my mother) or taunted with the threat of lynching (which happened to my father.) Yet the further along we go into the Obama era, which many assumed would mark the start of a new chapter in American race relations, a provocative question has emerged: Is subtle racism actually more damaging to black Americans than blatant racism?

I had never really considered this question until a panel discussion for the new book Who's Afraid of Post-Blackness? by cultural critic Toure. (Click here to read my interview with Toure on race in the age of Obama.) Among dozens of questions he asked over 100 influential black Americans one was, "What's the most racist thing that's ever happened to you?" Though some shared incidents of breathtaking, blatant racism and of course the N-word made an appearance or two, the most popular answer was what Toure dubbed "the unknowable;" a moment they cited may have negatively impacted their lives in an incredibly significant way, such as a lost job opportunity, or home loan, that they suspect was tied to their race yet ultimately they will never know for sure and never be able to prove it, so there's nothing to be done about it. But it haunts them, in a way that being called the N-word by some jerk out in the open, no longer does.

In the age of Obama in which even David Duke has enough sense not to use the N-word in public, "the unknowable" has become the most common form of discrimination, unknowable, and thus un-provable. It's therefore become a bit like a form of slow burning psychological torture for those who believe they've endured it. After all, it's one thing to struggle to find a job in a horrendous economy -- something people of all races are grappling with. But it's another to know that studies have confirmed that even today just by virtue of being black you are less likely to get a job opportunity than a white male with a prison record, even when you don't have one.

But part of the torture is knowing that because we finally have a black president, accusations of racism are looked upon with more suspicion, eye rolling and dismissal than ever, which only further perpetuates the fear and paranoia. In other words, unless someone actually calls you the N-word, no one wants to hear you whine about racism. By the same token most people -- even racists -- are too sensible to use the N-word, which leaves those who face any form of subtle racism caught between a rock and a boulder. So victims of subtle racism may begin to feel a bit like the Ingrid Bergman character in Gaslight. For those who consider that reference too obscure, here's another. According to recent reports spies for the Russian government have begun aggressively targeting U.S. and British diplomats and journalists with small-scale psychological torture in an effort to drive them insane and ultimately, from the country. The torture in question? Breaking into their homes and moving pictures and other small personal items around. Though there is rarely any real threat of physical danger, the threat of the unknown and the impossible to control, combined with the inability to prove they are being targeted has begun to have the intended effect: driving some from their posts. In previous regimes some targets were even driven to suicide.

I'm far more privileged than most people -- of any race -- and yet I can relate. I recently had an experience in my professional career in which I sensed I was being treated differently than a white counterpart, to my detriment. But I only felt confident enough to confront the issue head on once I shared my concerns with two white friends in the field who assured me that I'm not crazy. Only that's precisely how I had been made to feel when I initially tried to broach the issue with those involved. (No I can't share the details yet, but perhaps one day if my life turns out to be interesting enough to warrant a memoir I will.) Throughout this experience, I've lost count of how many times when discussing the situation with a friend or family member I asked, "Am I crazy?" I may not have been when it all started but I could see how one can literally be driven insane by subtle injustice, in a way someone like me might not by simply being called a racial epithet by someone everyone agrees is a jerk.

It's unlikely that President Obama sits around asking himself "Am I crazy?" as much as the rest of us. Not just because he enjoys the power and privileges that comes with his office. But because growing up in a household with white Americans it is unlikely that the fear and paranoia passed down to some of us, was passed down to him. In fact he probably spent much of his life simply assuming that the salesladies following him around stores just had a crush on him.

For the rest of us, though, the "unknowable" can be pretty daunting.

Don't get me wrong. I wouldn't trade places with what my parents and grandparents went through for a second. Those of us who are living in the age of Obama are incredibly fortunate. On the other hand, life is a lot less complicated when you know without question where you stand with people -- good or bad, right or wrong. Because when your imagination is left to speculate it can drive you crazy.

You know what they say. "Just because you're paranoid doesn't mean they're not after you."

Palestinian man killed in West Bank clash (AP)

QUSRA, West Bank ? Israeli soldiers shot dead a Palestinian man during a clash between West Bank villagers and Israeli settlers Friday, according to witness and military accounts. The military said soldiers opened fire after villagers threw rocks at them. The army said it was working with Palestinian security officials to investigate.

The victim was identified as Issam Badran, a 35-year-old laborer and father of seven, said a village resident, Mohammed Khalil.

Khalil said he and Badran were in the area of the clash when they heard gunshots and started running away. He said he heard Badran call out his name as they were running. "I turned around, and he had fallen," Khalil said outside the morgue of Nablus' Rafidiyeh Hospital, where the body had been taken. Medics said Badran was shot in the neck.

Earlier Friday, Palestinians calling for U.N. recognition clashed with Israeli soldiers in three other West Bank locations. The confrontations involved several dozen Palestinians in each area.

At Qalandiya, a major Israeli checkpoint between the West Bank and Jerusalem, Israeli troops fired tear gas to disperse Palestinian stone-throwers. The confrontations lasted several hours, and by late afternoon, and medics said some 70 Palestinians had been injured by rubber-coated steel pellets or suffered tear gas inhalation.

In the West Bank village of Nabi Saleh, demonstrators carried a chair painted in the U.N.'s signature blue to symbolize the quest for recognition. They burned Israeli flags and posters of President Barack Obama, and threw stones before being enveloped by tear gas fired by Israeli troops. Clashes were also reported in the nearby village of Bilin.

Abbas has called for peaceful marches in support of his bid to win U.N. recognition of a Palestinian state in the West Bank, Gaza and east Jerusalem ? territories Israel captured in the 1967 Mideast War.

In the West Bank, outdoor screens were set up in town squares for residents to watch Abbas' speech together.

In Ramallah, the seat of Abbas' government, volunteers set up plastic chairs in front of a screen in the main square.

About an hour before the speech, hundreds of Palestinians, waving flags, had already crowded into the square. A popular song about the recognition bid, with the verse "Announce it, my people, announce it, the state of Palestine, announce it," blasted from car stereos. Motorists honking horns drove through the main street.

"I am waiting for the speech," said an unemployed man, Ahmed Tutanji, sipping coffee from a plastic cup. "I am waiting to see what happens. Will this be resolved or not? Will we have a state? We should have a state. We have been demanding this for years."

Full U.N. membership can only be bestowed by the U.N. Security Council, where Abbas' request will almost certainly be derailed ? either by a failure to win the needed nine votes in the 15-member body or by a U.S. veto if the necessary majority is obtained.

The Palestinians say they are seeking full U.N. membership to underscore their right to statehood, but have left open the option of a lesser alternative ? a non-member observer state. Such a status would be granted by the General Assembly, where the Palestinians enjoy broad support.

Siding with Israel, Obama has said a Palestinian state can only be established as a result of negotiations, and that there is no short-cut to independence.

Abbas has said negotiations remain his preference, but that he will not resume talks ? frozen since 2008 ? unless Israel agrees to the pre-1967 frontier as a baseline and freezes all settlement construction on occupied land. The Palestinian demands are widely backed by the international community, including the U.S., but Obama has been unable to persuade Israel's hardline prime minister, Benjamin Netanyahu, to agree to them.

Netanyahu says he wants to negotiate without preconditions and accuses the Palestinians of missing an opportunity for peace. Abbas says settlement expansion pre-empts the outcome of negotiations by creating facts on the ground.

Abbas enjoys broad popular support at home for his recognition bid, but his main political rival, the Islamic militant Hamas, opposes it. Hamas has ruled the Gaza Strip since seizing it from Abbas in a violent takeover in 2007.

Gaza's Hamas prime minister, Ismail Haniyeh, said Friday that Abbas was giving up Palestinian rights by seeking recognition for a state in the pre-1967 borders.

Hamas' founding charter calls for the destruction of Israel and a state in all of the territory between the Mediterranean and the Jordan River.

"The Palestinian people do not beg the world for a state, and the state can't be created through decisions and initiatives," Haniyeh said. "States liberate their land first and then the political body can be established."
