Obama picks labor expert Krueger as top economist (Reuters)

WASHINGTON (Reuters) ? President Barack Obama, under pressure to spur job growth, said on Monday he had chosen Princeton labor economist Alan Krueger to become the top White House economist and that he will offer a jobs plan next week.

The selection signaled a fresh attempt by Obama to make good on his promise to focus on the U.S. economy and jobs with Americans deeply dissatisfied with his handling of those issues.

Krueger, an expert on unemployment who has argued that raising the minimum wage could help employment rates, would succeed Austan Goolsbee as chairman of the White House Council of Economic Advisers.

With Krueger at his side in the White House Rose Garden, Obama said he would rely on the economist for "unvarnished recommendations" on how to bring down the 9.1 percent jobless rate and restore growth to the struggling U.S. economy.

Obama described creating jobs as an urgent challenge and said he will outline a plan next week to put more money in Americans' pockets and get construction crews working.

"Next week I will be laying out a series of steps that Congress can take immediately to put more money in the pockets of working families and middle class families, to make it easier for small businesses to hire people, to put construction crews to work rebuilding our nation's roads and railways and airports," he said.

Obama is expected to propose an extension of a payroll tax cut and seek money for infrastructure improvements such as repairing bridges and roads as a way to get Americans working.

White House spokesman Jay Carney said the president was still working on the plan and a day for its release had not yet been decided.

Republicans in Congress have taken a dim view of new stimulus spending, which means Obama could have trouble gaining bipartisan support for his plan.

"My hope and expectation is that we can put country before party and get something done for the American people," Obama said.

LABOR EXPERTISE

Obama's public approval ratings have fallen to around 43 percent, close to the lows of his presidency, amid anxiety over unemployment and lackluster economic growth, as he prepares to ask Americans for a second term in 2012.

Krueger's expertise in labor-market issues is in keeping with the administration's efforts to underscore a focus on jobs, but he has also done work on the economics of education, inequality and what breeds terrorism.

Goolsbee, one of Obama's longest-serving advisers, left the administration earlier this month to return to his teaching job at the University of Chicago. The departure was a blow for the White House because Goolsbee had been a high-profile spokesman on the economy.

"Alan understands the difficult challenges our country faces, and I have confidence that he will help us meet those challenges as one of the leaders on my economic team," Obama said.

Krueger served in the Obama administration as a Treasury Department economist but left that job to return to Princeton last fall.

The nomination requires Senate confirmation but Krueger has an advantage because he has gone through the confirmation process before for his Treasury job. Carney said the White House was optimistic he would get a speedy confirmation.

At Treasury, Krueger was assistant secretary for economic policy and chief economist. He is also a veteran of President Bill Clinton's administration, serving as chief economist for the Department of Labor from August 1994 to August 1995.

Krueger holds a Bachelor of Science degree in industrial and labor relations from Cornell University. He earned his PhD in economics at Harvard University.

While at Princeton, Krueger was a regular contributor to the Economic Scene column in The New York Times.

Krueger has written extensively on unemployment and the effects of education on the labor market.

If confirmed as CEA chairman, Krueger would be the third person to hold that post under Obama. Obama's first CEA chairman, Christina Romer, left the post a year ago to return to the University of California, Berkeley.

New York City gets back to business after Irene (Reuters)

NEW YORK (Reuters) ? New York City was slowly getting back to business as usual on Monday after Hurricane Irene but hundreds of thousands of people who normally travel in from the surrounding area faced a hellish commute as flooding knocked out some transit routes.

Downgraded to a tropical and then a post-tropical storm, Irene pelted eastern Canada with rain and 50-mile-per-hour (80-kph) winds late on Sunday after killing 20 people in the United States. It cut power to 5 million homes and businesses and choked towns with floodwaters, especially in Vermont and New Jersey.

Financial markets were expected to open as normal, albeit with reduced volume.

New York subways and air travel at major airports slowly started to resume service but there were expected to be delays and overcrowding and commuter rail services feeding the city from the north and from New Jersey were out indefinitely.

Brian Pearson, 59, who works at the CBS television show called "The 22" and took the Long Island Railroad to Penn Station, said he was "fashionably late," but at least he made it. "The show must go on," he added, as he bought a coffee from a street vendor outside the station.

Those who could avoid public transport seemed to be resorting to driving. Traffic was unusually heavy on Manhattan's West Side Highway in the early hours, with cars nearly bumper-to-bumper at one point.

In one small, residential northern Manhattan neighborhood that is ordinarily well-served by the subway system, no fewer than 13 cars-for-hire were idling on the side of the road at 5:30 a.m., waiting for fares.

"It's too early," said driver Nelson Peralta, who was just getting back to work after staying off the roads Sunday.

Wall Street was largely unaffected by the storm as was Ground Zero, where the 10th anniversary of the September 11 attacks is soon to be observed.

TENNIS ON

The National Tennis Center in Queens escaped serious damage and the U.S. Open was due to start on Monday as scheduled. A football game between the New York Giants and New York Jets was also due to go ahead on Monday evening at the Meadowlands stadium in New Jersey, despite forecasts that flooding in the state could get worse in the coming days.

Suburban New Jersey and rural Vermont were hit particularly hard by flooding. Both states were inundated with rain after an unusually wet summer season left the ground soaked and rivers swelled even before the storm rumbled through.

"It's very serious for us at the moment in Vermont. The top two-thirds of the state are inundated with rapidly rising waters, which we anticipate will be an issue for the next 24 hours," said Robert Stirewalt of the Vermont Emergency Management Agency.

The state's many waterways were overflowing, prompting hundreds of evacuations, and some 40,000 to 50,000 people were without power. New Jersey Transit said most rail service would remain suspended until further notice, though some bus service would resume on a limited basis.

In New Jersey, Governor Chris Christie said "we dodged a bullet" after dire predictions failed to produce a catastrophe. But he urged people to stay home from work as the state recovered and pieced together its battered transit system.

"If you don't have to go to work tomorrow, don't go to work tomorrow," Christie told a news conference on Sunday. "Tomorrow is going to be a very difficult day to travel around the state of New Jersey."

UPDATE NEW YORK FLOODING

Parts of upstate New York were still experiencing severe flooding and Governor Andrew Cuomo urged residents of affected areas to follow the directions of emergency officials.

"I urge residents of the Schoharie Valley and near the Mohawk River to take extreme caution overnight and tomorrow. Follow the directions of local emergency officials. If ordered to evacuate you should do so without hesitation," he said in a statement issued overnight.

Rivers and streams in New Jersey were expected to peak over the next two days, reaching record or near-record flood levels because the ground was already saturated, officials said.

It was not immediately clear how much Irene would cost, but in New Jersey alone the damage was expected in "the billions of dollars," Christie told NBC's "Meet the Press."

With thousands of homeowners enduring flooding there will be questions over whether insurance policies offer cover and whether the federal government's flood program can handle the claims. All this came at a time of austerity in Washington and in cash-strapped states.

Eqecat, one of the three companies that provide disaster modeling for the insurance industry, said on Monday Irene "is a major event and will be responsible for significant levels of insured losses to property and people."

New York City's 8.5 million people are not used to hurricanes, but authorities took unprecedented steps to prepare, including ordering mandatory evacuations and a total shutdown of mass transit systems. That will have had a major economic impact.

About 370,000 city residents who had been ordered to leave their homes were told they could return on Sunday afternoon.

The New York Stock Exchange and broader U.S. marketplace are mostly automated, running quietly out of powerful data centers in New Jersey and elsewhere. Electronic trading is expected to function normally on Monday. But without full staffing, volume will take a hit.

"This is a slow week anyway, and if anything this will just result in lessened volume," said Randy Billhardt, head of institutional sales and trading at MLV & Co in New York.

COMMUTER HEADACHE

Grand Central Station was unusually quiet shortly after 6 a.m., with no Metro-North commuter trains arriving, but the subway was back in action.

Stephanie Lopez, 23, who works as a cashier at a midtown cafe, said she had started out a half hour earlier than usual to begin her commute from Woodside, Queens. She said seven trains were running less frequently than usual and were more crowded. "There were no seats," she said.

The Mass Transit Authority said it was restoring "near-normal service" on six of the lines on the Long Island Railroad, though it warned travelers to expect cancellations and shorter trains than usual.

Mayor Michael Bloomberg said there were no reports of deaths or injuries in the city, though there were some close calls. On Staten Island, firefighters with boats rescued more than 60 people including three babies from 21 homes flooded with 5 feet of water.

While it weakened before it hit New York, the swirling storm still packed a wallop, especially in districts such as the Rockaways peninsula, a low-lying strip of land exposed to the Atlantic Ocean on the southeastern flank of the city.

Four people were killed in Pennsylvania due to the hurricane, including two men killed by falling trees, a state official said. That brought to 20 the total number of people killed by the storm in addition to three killed in the Dominican Republic and one in Puerto Rico.

After Irene, weather watchers were keeping an eye on Tropical Storm Jose, which formed near Bermuda.

This year has been one of the most extreme for weather in U.S. history, with $35 billion in losses so far from floods, tornadoes and heat waves.

Court convicts 3 for blackmailing Polish senator

WARSAW, Poland (AP) ? A Polish court on Tuesday convicted three people of blackmailing Krzysztof Piesiewicz, a senator and screenwriter known internationally for collaborating on the award-winning "Three Colors" movie trilogy.

The district court of Warsaw also sentenced the two women and a man to 18 months in prison. The verdict is not final, however, and the defendants said they would appeal, the news agency PAP reported.

The verdicts in the closed-door trial came after a tabloid released video in 2009 of Piesiewicz wearing a dress and appearing to take cocaine with prostitutes. Piesiewicz has said he was not using cocaine but another powdered medication.

He has said he paid the women twice to keep the meetings secret but went to police when they demanded money a third time. Police have said he fell victim to an extortion ring.

Piesiewicz had been planning to run for re-election to the Senate, but despite the verdict in his favor announced late Tuesday that he was withdrawing from the race.

On the radio station TOK RM he said that criminals were continuing to post material in the "electronic media" about him and that he was therefore withdrawing his candidacy to the Senate. He did not explain further.

Many Poles perceive Piesiewicz as a victim in the case, though there is a perception that he was exceptionally naive for allowing himself to fall into a trap set by the blackmailers.

Piesiewicz collaborated with the late director Krzysztof Kieslowski on the films "The Double Life of Veronique" and the "Three Colors (Blue, White and Red)" trilogy.

How Ben Jonson's poetic masterpieces found the world by leaving it behind.

Ben JonsonWashington, Hollywood, Wall Street, the Pentagon: These names have a social meaning apart from geography. Each one indicates a certain world of activity?and the word world, in its primary sense, refers not to a planet but to the realm of human doings. The dictionary tells me that the Old English "weoruld" means something like "human life" or "age of man."

Worldly has an ambiguous, shifting place on the scale from negative to positive adjectives. To be unworldly might signify being a dupe, and worldly knowledge is desirable. Too much worldly knowledge, though, may suggest a villain played by Alan Rickman.

Those good and bad connotations are epitomized by another place name that, in 16^th- and 17^th-century England, was a synonym for "the world" in the urbane, social sense: the royal court. In Ben Jonson's time, the court was all of the above. It was Washington and Hollywood, the Pentagon and Wall Street, and more: a single seat of all kinds of power, concentrated in a few buildings in one city, a worldly magnet attracting all the most ambitious, gifted people in the worlds of art, money, politics, religion, sex, learning, and glamour. The court embodied worldliness at its most alluring and at its most treacherous.

To want to renounce such a world, to leave it behind, is a recognizable impulse. Most of us have felt it. But "us" needs to be qualified: Renouncing the world is also a luxury. You need to have a place in the world to think of leaving it behind for higher or more spiritual things.

That truth helps explain why Ben Jonson's poem about leaving the world is in the voice of a "gentlewoman" who is not simply "virtuous" but "noble." In the course of her life, she has been in a position to observe the world (which, for her, has been the court). Her privileged worldly position allows her speak this wonderful and stoical goodbye. (A goodbye that the contentious Jonson?he killed a man in a duel and wrote many an angry epigram? assigns to this woman rather than pretending to claim it for himself.)

Does the poem have to do with another sense of leaving the world, actual death? I think so, and much of the poem's accumulating power, for me, is in the energy generated by different senses of "the world" and "farewell." Jonson's poem is so plain, so direct and explicit, that a reader might miss its overtones of mystery and mortality.

I mean, for example, the way her argument seems both to reverse itself and to intensify its original course in the final 16 lines, beginning with "But what we're born for, we must bear." Here, the fiercely independent moralist who has been contemptuous to the point of seeming paranoid says that her situation is universal and must be endured: "Else I my state should much mistake,/ To harbor a divided thought/ from all my kind; that for my sake,/ There should a miracle be wrought." Her sense of human mortality?she is no suicide, but she is closer to the end than the beginning?is tied to her sense of having human, mortal desires for the world and its goods.

After the fourth line's metaphor, "My part is ended on thy stage"; after the subsequent military images ("to tread/ Upon thy throat") and visions of the world as a strutting, overdressed floozy or a deceitful retailer; after comparing herself with trapped animals escaping cages or snares, the gentlewoman simultaneously calms down and increases her resolve: She abandons even the world's figurative language in favor of relatively calm, plain speech. "Scorn" and "false relief" are splendidly clear and explicit. She has effectively left the world, and in the last few lines we feel her leaving off her rant against the world as well.

Gaddafi loyalists hold out over holiday (Reuters)

TRIPOLI/BENGHAZI (Reuters) ? Loyal followers of Muammar Gaddafi are refusing to surrender to those who have forced him into hiding, raising the prospect of new fighting in Libya when an ultimatum expires after this week's Eid holiday.

Keen to consolidate its grip and relief hardships after six months of war, the new ruling council won a $1.55 billion cash injection when the U.N. Sanctions Committee released banknotes frozen in Britain in accounts once controlled by Gaddafi. And Libya may start pumping oil again in days, its leadership said.

In the capital, which fell to Western-backed rebels a week ago, people celebrated the end of the Muslim fasting month of Ramadan, mostly with delight at the end of 42 year's of one-man rule, even if shortages, cuts in water supplies and the hunt for diehard Gaddafi supporters kept festivities somewhat muted.

As darkness fell, the gunfire was, for a change, mostly in celebration, along with fireworks and car horns. Crowds were expected for dawn prayers on Wednesday at the central plaza known as Green Square when it was a showpiece for pomp under Gaddafi and now renamed Martyrs' Square by his enemies.

"This Eid is special. We have been scared," said 28-year-old Hana Mahdoub as she joined shoppers making festive purchases of clothing and sweets. "Now we feel there is security. We want our kids to celebrate with new clothes."

"There may be some pockets of Gaddafi forces but generally the capital is secure," interim interior minister Ahmad Darat told Reuters. "We have created a security team to manage the crisis and preserve security in the capital."

On the frontlines of a pincer thrust toward Gaddafi's coastal bastion of Sirte -- one of several places, including Tripoli, where his enemies think the might have taken refuge -- fighters for the interim ruling council paused, observing an effective ceasefire announced by their leaders until Saturday.

GRAND-DAUGHTER BORN IN ALGERIA

NATO warplanes have been bombing Gaddafi forces near Sirte, as the alliance has assured its Libyan allies that it will keep up its military drive from the air for an end to the conflict -- something the council leadership says will only be secured once Gaddafi is found, "dead or alive."

Council chief Mustafa Abdel Jalil, who as Gaddafi's justice minister until turning against him this year has had ample opportunity to observe the survival instincts of one of the world's longest ruling autocrats, warned again on Tuesday:

"Muammar Gaddafi is not finished yet," Abdel Jalil said in the council's eastern stronghold of Benghazi.

"He still poses a threat to Libyans and the revolution. He still has pockets of support in Libya and supporters outside Libya, both individuals and countries."

In the Sahara far south of Sirte, the town of Sabha is among those where the writ of the ruling council does not run.

It was across the desert that Gaddafi's wife and three of his children fled into Algeria. They arrived just in time for his daughter Aisha to give birth at the oasis of Djanet on Tuesday, according to Algerian officials who sought to soothe Libyan anger by insisting they granted refuge to the former first family out of concern for the expectant mother and in the traditions of hospitality entrenched in local nomadic culture.

Algiers, wary of any threat the Arab Spring movements might pose to its own veteran rulers and fearful that a post-Gaddafi Libya might be helpful to its Islamist enemies, is not among the four dozen or so countries to recognize the National Transitional Council (NTC) as Libya's legitimate government.

But, according to an Algerian newspaper, it has decided not to give asylum to Gaddafi himself and would hand him over, if he arrived, to the International Criminal Court at The Hague, which has indicted him, his son Saif al-Islam and his intelligence chief for crimes against humanity.

HUNT FOR GADDAFI

The whereabouts of all three are unknown, although council fighters said intelligence chief Abdullah al-Senussi had been killed at the weekend along with Gaddafi's son Khamis, a military commander. Both men had been reported dead before.

Ahmed Bani, a military spokesman for the council, again ruled out any negotiation with Gaddafi or his supporters and called on those holding out to give up quietly: "We will not negotiate with his murderers and the likes of him," he said.

"We are still hopeful there will be a peaceful proposal put forward before Saturday ... Zero hour is quickly approaching."

The week since Gaddafi's Tripoli compound was overrun may have eroded the conviction among many of his enemies that he was near at hand in the capital and close to capture, however.

"There are no confirmed reports of his movements, whether it be to Sirte or otherwise," Bani said. "But it's obvious the noose is tightening around him and sooner or later he will be captured or found."

Interim oil minister Ali Tarhouni, speaking in Tripoli, said: "We have a general idea where he is ... We have no doubt that we will catch him."

Many are conscious that Saddam Hussein evaded capture in Iraq for eight months, while an insurgency, partly in his name, took root. With long-prepared access to funds and some old favors to call in, Gaddafi could find refuge abroad.

George Friedman of U.S.-based risk advisers Stratfor warned it was premature to call the conflict over: "Gaddafi's forces still retain military control of substantial areas ... Gaddafi is still fighting and posing challenges. The war is not over."

He also noted concerns about the ability of the council to establish control of the country more generally.

ABUSE ALLEGATIONS

Its leaders insist that, in the face of evidence of the killing and torture of prisoners by Gaddafi's forces, their own men are to treat their captives with respect in the interests of fostering cohesion in a country lacking many government institutions and long used to tribal and ethnic division.

Amnesty International said its staff had seen anti-Gaddafi fighters threaten and detain wounded opponents, notably black Libyans and foreigners.

"The council must do more to ensure that their fighters do not abuse detainees, especially the most vulnerable ones such as black Libyans and Sub-Saharan Africans," Amnesty's Claudio Cordone said in a statement after one incident in Tripoli.

"Many risk reprisals as a result of allegations that al-Gaddafi forces used 'African mercenaries' to commit widespread violations during the conflict," the lobby group added.

Interim interior minister Darat said he was hoping to build up new security forces to absorb some of the young fighters now roaming with weapons and would work to instill order: "Our goal is to implement justice for everybody, including Gaddafi loyalists," he said.

One important element in efforts to establish the council's rule as it prepares for a new constitution to be followed by elections will be a return of export profits from oil and gas.

Oil production could restart within weeks and reach full pre-war output within 15 months, the newly appointed chairman of the National Oil Corporation (NOC) said on Tuesday.

"Starting up production will be within weeks, not months. After we start it will take less than 15 months," Nouri Berouin, chairman of the NOC, told Reuters.

Computers may eventually outsmart human intelligence, but for now they're just finally getting smart enough to ask humans for help.

That's the basic idea behind MobileWorks, a startup that is weaving crowdsourcing capability into computer software. Crowdsourcing is the concept of putting out a question to your social network to help solve a problem.

In MobileWorks case, software sends tasks to a hand-picked crowd ? mostly workers recruited from the developing world such as the slums of India and Pakistan. Many work with a mobile phone. The company says these workers are getting high-tech experience and a "fair wage."

"Much of the criticism that has been leveled at online digital work is that it becomes kind of sweatshop labor," Anand Kulkarni, a cofounder and CEO of MobileWorks, told me today. "Our goal was to start with a livable wage and work forward to construct an effective crowdsourcing system."

And what's that wage? Workers in India on a mobile phone earn about U.S. $0.50 per hour; those with a laptop computer make $1.50.

"These are workers who are earning about $2 per day before joining our systems, so, in a way, what we are paying is enough to make a strong positive impact on their lives," Kulkarni said.

Tasks these workers accomplish include transcribing audio recordings, digitizing handwritten notes and scouring the Internet for contact information of potential job recruits. Many take just a minute or two to complete, which is part of the plan.

The cost to the user of the system is on the order of pennies per task.

To maintain client confidentiality, each task is broken up into tiny bits and distributed to the workforce. When the bits of work are completed, the software stitches them back together and delivers the completed task to the user.

The concept is similar to Amazon Mechanical Turk, where tasks are solved by a crowd of anonymous workers, though MobileWorks says their hand-picked crowd is faster and more accurate.

And since the workers are handpicked, MobileWorks can rouse them with a quick text message, making sure workers are at the ready when there is work to be done.

"The ability to spin up workers when you need them is very powerful," Michael Bernstein, who researchers crowdsourcing at MIT's Computer Science and Artificial Intelligence Laboratory who has developed an application to tap into the Mechanical Turk service, told Technology Review.

"On Mechanical Turk your tasks can just stall because not enough people chose to work on them."

Perry bills feds $349M for incarcerating illegals (AP)

AUSTIN, Texas ? Texas Gov. Rick Perry has asked the U.S. Department of Homeland Security for nearly $350 million to cover the costs he says Texas has incurred incarcerating illegal immigrants in state prisons and county jails.

In a letter to Homeland Security Secretary Janet Napolitano, Perry reiterated a claim he's often leveled against the federal government: that it's not doing enough to secure the border with Mexico and as a result, has allowed illegal immigrants to enter the U.S. and use taxpayer-funded resources, including the prison system.

The letter was dated Aug. 10, three days before the Republican governor formally announced he is running for president.

Reached after-hours Friday by phone, DHS spokesman Matthew Chandler said he wasn't in position to comment and said he could not confirm that the DHS had even received the letter.

Perry has been criticized by some fellow conservatives as being too lenient on illegal immigration issues. Unlike fellow GOP presidential hopeful Rep. Michele Bachmann, Perry does not think the U.S. should build a wall spanning the entire Mexican border. Perry also has supported discounted tuition rates for the children of illegal immigrants at Texas universities, and he has said Arizona's tough-on-immigration law wouldn't be right for Texas.

As governor, Perry was one of the first to talk about immigration by breaking out the issue of border security, a move that has won him support from conservative Hispanics. But he angered Hispanic leaders in June by endorsing legislation that would have prohibited cities from adopting "sanctuary" rules for handling suspected immigrants.

In his two-page letter to Napolitano, Perry described the formula used to come up with his $349.2 million bill, including $94.4 million to cover costs incurred by county jails.

"During tough economic times, when communities are making difficult decisions about their own budgets, Texas counties are being asked to cover more than $94.4 million in direct costs related to housing illegal immigrants while the state has been left to cover more than $254.8 million in such costs."

He included a memo from Comptroller Susan Combs in which she supports his calculations but warns that the estimates are conservative.

"The longstanding failure of the federal government to secure our border with Mexico continues to burden local communities and resources in Texas," Perry wrote. "Because there are not enough troops on the ground, illegal immigrants are able to penetrate the Texas border every day and use taxpayer-funded resources."

Perry is not the first governor to try to bill the federal government for the costs of incarcerating illegal immigrants. Arizona Gov. Jan Brewer, a Republican, sued the DHS in February seeking compensation for incarceration costs, among other things. And Napolitano herself, who preceded Brewer as Arizona governor, regularly sent the Justice Department invoices seeking such reimbursement before she became Homeland Security secretary.

Heineken sinks as damp summer, economy hit profits (Reuters)

BRUSSELS (Reuters) ? Heineken NV (HEIN.AS), the world's third largest brewer, warned weak consumer sentiment and a damp European summer would depress 2011 earnings after the first half missed expectations, driving its shares to a 21-month low.

Rounding off earnings from the world's top four beer makers, the Dutch group painted a familiar picture of economic uncertainty and unemployment driving Europeans and Americans away from bars and cafes, while emerging market consumers drink more.

"It's an implicit profit warning of 13 percent," said Trevor Stirling, beverage analyst at Bernstein Research.

"If you were an optimist you could say that tourists will go back to Egypt and summer in Europe would not be as bad next year, but Greece is unlikely to be better, Russia maybe not and barley prices will be a lot higher."

Heineken is Europe's largest beer maker, with the market leadership in Greece and Italy and number two spots in Ireland, Portugal and Spain, countries either bailed out or seen by many in the financial markets as in line for rescue.

The company's shares were the weakest in the FTSEurofirst 300 index (.FTEU3) of leading European stocks in initial trading, dropping by as much as 16 percent to 30.40 euros, their lowest level in 21 months.

Food and beverage stocks were among the weakest in Europe. Shares of Anheuser-Busch InBev, with half of the sluggish U.S. market, were down 2.6 percent. Carlsberg (CARLb.CO), which cut its outlook last week due to problems in Russia, were 1.9 percent lower.

Heineken trading conditions remained favorable in Latin America, sub-Saharan Africa and Asia-Pacific, but not in developed markets.

"We have seen a very bad summer ... At the same time, we also see in a number of markets, more in Europe and the USA, weak consumer confidence. You see uncertainty reflected in lower on-premise sales," CEO Executive Jean-Francois Boxmeer told a conference call.

Heineken has pushed into Mexico with its purchase last year of the brewing activities of FEMSA (FEMSAUB.MX)(FMX.N) and has been buying breweries in Africa, notably Nigeria where it has some 70 percent of the market.

However, western Europe still represented 45 percent of revenue and 65 percent of operating profit in the first half.

Shares in SABMiller (SAB.L), with 70 percent of earnings outside Europe and North America and looking to push into Australia with its Foster's (FGL.AX) bid, were down a more modest 0.6 percent.

DAMP SUMMER

The Dutch brewer said it had already experienced weak beer sales in the normally high-selling season of July and early August due to poor summer weather in Europe and worsening consumer sentiment there and in the United States.

The company said this would affect second-half volumes and profit and it now expected full-year net profit before exceptional items and amortization of brands to be broadly in line with last year's level on a like-for-like basis.

Analysts had on average believed Heineken would forecast net profit growth of 12-13 percent.

In the first half, the comparable net profit rose 5.7 percent, excluding new consolidations and currency effects, to 694 million euros ($999 million), below the average forecast in a Reuters poll of 746 million euros.

The company reported first half operating profit of 1.26 billion euros, up 3.9 percent, compared with analysts' consensus forecast of 1.32 billion euros.

Heineken had said in April it expected higher planned marketing spending to hit profit after the first quarter, particularly across Europe. Analysts said it was unlikely to have yielded the desired benefits given unseasonably damp and cold weather in northern Europe in July and August.

"Developing and building brands are long-haul efforts. It's not because we witness an exceptionally bad summer -- you just look out of the window -- that we should take ourselves away from the efforts we are currently doing," Van Boxmeer said.

Heineken said it expected a single-digit percentage increase in cost of inputs such as barley, much of which are bought a year in advance. Sharply higher prices for raw materials will have a larger impact on brewing costs next year.

Malt barley future prices are 20 percent higher than a year ago.

Late this afternoon, Samsung Australia said the allegations were ?not true?.

?Our findings indicate that the person mentioned in the article used a security program called?VIPRE [antivirus software] that mistook a folder created by Microsoft Live Application for ? key logging software, during a?Hp pavilion dv4 Batteries virus scan.?

IT publication Network Wold?reported that Mohamed Hassan, founder of NetSec Consulting Corp, a firm that specialises in information security consulting services, detected spyware on a laptop he purchased from Samsung in February.

Earlier today, Samsung spokesman Jason Redmond?told PC World that the company was looking into the allegations. ?We take these claims very, very seriously,? he was reported as saying.

Samsung Australia, also earlier today, said it was investigating the issue ?as a matter of urgency? but could not comment on a local level because the issue had originated outside of Australia. ?As soon as we have an update on the investigation, we will share this with you,? the company said.

Typically known as spyware, the secret software alleged to have been installed on Mr Hassan?s computer is?described by one website as being able to record ?every keystroke made on your computer on every window, even on password protected boxes?. It goes on to say that the software is ?completely undetectable and starts up whenever your computer starts up?.

After analysing the laptop, Mr Hassan came to the conclusion that the spyware must have been installed by Samsung, and so he removed it and carried on using it normally, the report said. But after some issues with the video display, he returned it and bought another model which had better features (model R540).

After doing the same security software scan on that laptop(Hp probook 4720s Batteries), the report said Mr Hassan again found the same secret software installed. This time he thought something was suss, and soraised the issue with Samsung.

After denying the presence of the software on its laptops, Samsung allegedly changed its story and referred Mr Hassan to Microsoft since ?all Samsung did was to manufacture the hardware?.

But after the incident was escalated to a supervisor, Mr Hassan claims that they told him that they put the software on their laptops to ?monitor the performance of the machine and to find out how it is being used?.

Network World said it contacted three public relations officers at Samsung for comment and gave them a week to send back their comments. ?No one from the company replied,? it said.
