Dot Earth Blog: A Fresh Look at China's Long March on Energy and CO2

The Rhodium Group consulting firm has released a ?report card? on China?s energy trends and policies that describes the country?s intensifying efforts to increase the proportion of renewable sources like wind and hydroelectric dams and boost the efficiency of coal use (essentially the metric called ?greenhouse gas intensity? by President George W. Bush). The blunting upward trajectory in the graph above reflects progress, but a long path ahead.

The report is directly related to yesterday?s post laying out the view of the country?s leadership, as articulated by climate strategist Zou Ji, on the need to balance China?s response to global warming with its need to sustain economic advancement. The author of the report card, Trevor Houser, a former senior State Department adviser on international energy issues, told me he sees reasonable alignment between China?s goals for the economy and emissions:

Zou Ji mentions the challenges an industrializing economy faces in reducing emissions. Yet investment and industrial production are running out of steam as an engine of Chinese economic growth. The economic rebalancing Beijing is trying to engineer is capable by itself of achieving the country?s energy-intensity and carbon-intensity reducing goals.

Here are the main points from his report:

China?s 12th Five Year Plan includes a bevy of energy targets Beijing hopes to achieve between 2011 and 2015. Late last week the country?s National Bureau of Statistics released full-year energy supply and demand data for 2012, providing an early indicator on how China is doing two years into the plan. We?ve combed through the numbers, done the math, and offer a report card on Beijing?s progress to date in achieving its big three energy ambitions.

Target 1: Reduce the Energy-Intensity of the Economy by 16%: A slow-down in overall economic growth and, more importantly, a slow-down in energy-intensive industrial production, took its toll on energy demand in China in 2012. Coal and power consumption grew by only 2.5% and 5.5% respectively, down from 9.7% and 11.9% in 2011. That dragged overall energy demand growth down to 3.9% ? the lowest level China?s seen in more than a decade. While bad news for bulk commodity markets, it?s good news for Chinese energy policymakers as the country is getting back on track after a year in which energy-intensity only declined by 1.9%.

Target 2: Increase Non-Fossil Energy to 11.4% of Total Supply: Though overall power demand growth fell in 2012, the share of Chinese electricity generated from renewables increased from 15.7% to 19.4% thanks to a recovery in hydro and increased wind generation. Renewable and nuclear power combined accounted for 94% of all electricity generation growth in China in 2012. And preliminary estimates suggest the share of total energy supply from non-fossil sources increase from 8% to 9.9%. That puts Beijing in striking range of achieving its 11.4% target by 2015, though the big gains in 2012 will be tough to replicate this year.

Target 3: Cut the Carbon-Intensity of GDP by 17%: Slower energy demand growth combined with increased non-fossil energy supply curbed Chinese emissions growth in 2012. We estimate CO2 emissions rose by 3.2%, down from 9.3% year-on-year growth in 2011. That means the carbon-intensity of the Chinese economy declined by 4.3% ? a welcome improvement over 2011 when it remained unchanged. But the carbon-intensity of Chinese GDP will need to fall even faster ? by 4.6% a year between now and 2015 ? to meet Beijing?s 12th Five Year Plan commitment.

Genetic variation behind acute myeloid leukemia treatment success identified

Feb. 26, 2013 ? Researchers from the College of Pharmacy and Medical School working within the Masonic Cancer Center, University of Minnesota, have partnered to identify genetic variations that may help signal which acute myeloid leukemia (AML) patients will benefit or not benefit from one of the newest antileukemic agents.

Their study is published February 26 in Clinical Cancer Research.

In the latest study, U of M researchers evaluated how inherited genetic polymorphisms in CD33, a protein that naturally occurs in most leukemia cells, could affect clinical outcomes of patients treated with an existing chemotherapy drug, gemtuzumab ozogamicin (GO), an immuno-conjugate between anti-CD33 antibody and a cytotoxin known as calicheamicin, which binds to CD33 on leukemic cells. As GO is internalized by leukemia cells, the cytotoxin is released, causing DNA damage and generating leukemic cell death.

In recent clinical trials GO has been shown to induce remission and improve survival in subset of patients with AML, however there is wide inter-patient variation in response.

Jatinder Lamba, Ph.D., and colleagues identified and evaluated three genetic variations of CD33 in two groups of patients with pediatric AML -- one group that received the drug GO, and one group that did not. They found that specific genetic variation in CD33 that significantly affected the clinical outcome of AML patients who received GO based chemotherapy.

"Understanding how genetics play a role in how drugs work is extremely useful, particularly for a drug like GO which has shown a very heterogeneous response in AML patients," said Jatinder Lamba, Ph.D., the study's lead author and a researcher who holds appointments in both the College of Pharmacy and the Masonic Cancer Center, University of Minnesota. "Our latest findings lead us to believe that genetic variation in CD33 influences how AML patients' leukemic cell responds to GO."

AML is a cancer of the blood and bone marrow, and is the second most common form of leukemia in children. Though the most common type of treatment for AML is chemotherapy, Lamba says the disease remains hard to treat and newer, more effective therapies are needed.

"The overall goal of our study was to use genetic data to predict beneficial or adverse response to a specific drug, thus opening up opportunities to use this information for drug optimization to achieve maximum therapeutic efficacy and minimum toxicity. Our hope is that our research could serve as a marker of prognostic significance for clinicians to select the therapy that has the greatest odds of being effective for individual patients based on their CD33 genotype."

FBI informant: Blind Sheik 'will kill Americans'

An FBI informant who has helped catch some of the world's most dangerous terrorists is coming out of witness protection to warn that a terrorist sheik in prison remains a significant threat to the U.S.

Emad Salem is urging the U.S. to keep the ailing 74-year-old sheik Omar Abdel Rahman, often known as the Blind Sheik, behind bars and to not transfer him, even as governments overseas continue to press for his release.

"He will kill Americans," said Salem. "He will kill anyone who disputes what he says with a fatwa."

Salem, a one-time Egyptian military officer, had warned officials about the looming 1993 World Trade Center bombing, but his warnings were ignored after a lie-detector test was inconclusive and he said he would never testify at any trial.?

After the bombing, Salem agreed to become an FBI informant and managed to become the sheik?s personal assistant and bodyguard. Salem was able to record the sheik ordering the killing of Americans during his time in Jersey City, N.J., and Brooklyn, N.Y.?

Salem was also able to link the sheik to the 1993 World Trade Center bombers. Six people were killed and more than 1,000 injured in that first attack.

Now Salem is concerned about the mounting pressure on the U.S. from Egyptian President Mohammed Morsi and other Mideastern government leaders to get Rahman out of American custody.

'A terrible price'
In one letter dated Feb. 26, 2008, the justice minister of Qatar relayed a request from Rahman's family asking U.S. officials to have him transferred back to the nation to serve the rest of his sentence. They said they wanted to be able to visit him more easily, according to the letter by Qatar Attorney General Dr. Ali Bin Fetais Al Marri.

More recently, on this 20th anniversary week of the 1993 World Trade Center bombing, Rahman's sons wrote on their family website that "America will pay a terrible price" if he is not released soon.

"The rain begins with one drop. America should expect more violent reactions if it does not release the sheik," the sons wrote on the website.

The sons pointed to the killing of U.S. Ambassador Christopher Stevens as an example of terrorists acting on behalf of the sheik. The terrorists in that attack are believed to have called themselves the ?Sheik Omar Abdel Rahman Brigade? in honor of the Blind Sheik.

The family also pointed to the recent attack on a gas plant in Algeria where hostage takers demanded the sheik be set free or American hostages would be killed.

The sons said they were hopeful that Morsi would make progress in working to free the sheik next month or they will "review their options."

Experts said the sheik?s family was intensifying an already active campaign to both seek the sheik?s release and inflame passions among the sheik?s extremist followers.

Calls monitored
The sheik has also been able to call his relatives twice a month from his prison, NBC 4 New York has learned. Officials said the calls are monitored, and his relatives tell NBC News' Ayman Moyheldin that the calls are personal in nature and do not include calls for a violent jihad.

But in one posting on their website, Rahman's sons posted a political message they said was from the sheik. In that message, Rahman urged Egyptians to vote for Morsi in the recent presidential election "because he is the candidate who represents Islam and represents the revolution."

A Federal Bureau of Prisons spokesman declined to discuss the specifics of the sheik's phone privileges.

Rahman's lawyer, Lynne Stewart, was arrested in 2002 and later convicted for her role in sneaking out terror messages for the sheik in which he called for more attacks on Western tourists in Egypt after the Luxor massacre killed 58 people.

?When are we going to wake up and smell the coffee?? asked Salem. ?This man is dangerous in prison. What will happen when he is out of prison??

A Justice Department spokesman insisted the U.S. government will not be swayed by the appeals from Mideast leaders calling for Rahman's release.?

?The Blind Sheik will spend the rest of his life in a U.S. federal prison. Period,? said DOJ spokesman Dean Boyd.

Still, Rahman remains an inspiring figure for al-Qaida and radical jihadist figures across the globe. Salem said he was risking his life stepping forward because the sheik and his followers want him dead.

?They are seeking to get me killed to be a feather in their hat, that 'We killed the man who helped America,'? Salem said.

But he said not stepping forward to warn about the potential threat the sheik and his followers still pose could be an even greater danger.

A New York Police Department spokesman said there is no new specific threat to New York but intelligence officials are aware of the Rahman family website and the terror warnings posted there this week.

While security experts said the sheik does not have operational capability from prison, they agree that as long as he is alive in a U.S. prison he could serve as inspiration for extremists to act.?

?This guy -- 1990 or 2013 -- sadly, unfortunately, [is] still in charge of his followers,? Salem lamented.? ?He is the 'Prince of Jihad? and will continue to be.?

Music service Spotify hooks up with Ford in first vehicle foray

(Reuters) - Streaming music service Spotify has partnered with Ford Motor Co to allow its subscribers to listen to music in more than one million Ford vehicles in North America.

Owners of Ford models with SYNC AppLink can access Spotify's catalog of more than 20 million songs through voice activation using its smartphone app.

The deal, announced by both companies on Monday, is Spotify's first collaboration with an automaker.

Spotify is a free on-demand streaming music service that also offers a subscription package that allows listeners to hear music without interruptions from commercials and gain access to play lists and preferences from any device anytime.

Spotify says it has 20 million active users worldwide, with 25 percent of them paying for subscriptions.

Music services like Spotify and Pandora Media Inc

are striking partnerships with automakers to make their music available to drivers, especially as Internet access improves in vehicles.

Pandora is available in 75 vehicle models and has deals with automakers like General Motors Co , Ford, BMW and Chrysler Group LLC , allowing drivers to plug in their Pandora-enabled mobile devices and use car dashboards to control the service.

More than 1 million people have used Pandora's dashboard integration, it said.

Separately on Monday, GM said it was switching to AT&T Inc from Verizon Wireless to provide high-speed wireless service for its 2015 vehicle models.

Morocco film searches out Jews who left for Israel

RABAT, Morocco (AP) ? Hundreds of members of Islamist and left wing political groups demonstrated outside the Tangiers Film Festival earlier this month against a documentary about Moroccan Jews living in Israel. They claimed that director Kamal Hachkar was promoting "normalization" with the Jewish state.

But Hachkar was not expelled from the artists' union, nor was his film banned, and he wasn't ostracized from Morocco's intellectual class, as has happened in similar cases in Egypt and elsewhere. Instead, directors and actors circulated a petition of support, and his film went on to win best work by a new director at the festival.

Once home to some 300,000 Jews, the largest population in the Arab world, Morocco is increasingly taking a fresh look at its long history with Judaism and is spurning the flat rejection of all things Hebrew found in so many other Arab countries.

In the film, "Tinghir-Jerusalem: Echoes from the Mellah," Hachkar talks to people in Berber villages high in the Atlas mountains about their memories of the Jews suddenly leaving for Israel in the 1960s. He then travels to Jerusalem and finds many of these Jews, still speaking Moroccan Arabic and the Berber language, fondly reminiscing about the land they left behind.

"It tells the story of a forgotten part of Morocco's history, a history that is not taught at school," Hachkar told The Associated Press. "My goal is to tell the human story and to defend the plurality of Moroccan history and identity."

The director, who was born in Tinghir but left to live in France with his father at the age of 6 months, has toured all over Morocco showing the film to what he says were packed houses. Most people were initially suspicious, but warmed to the subject when they saw Jews speaking Moroccan Arabic and even the Berber dialect of the High Atlas, he said.

According to Zhor Rehihil, the curator of the Museum for Moroccan Judaism in Casablanca ? founded in 1997 and unique in the region ? Jews have been part of Morocco since Jewish merchants came to North Africa with the Phoenicians hundreds of years before the birth of Christ.

For centuries they were found in the mountain villages alongside Morocco's Berbers ? the original inhabitants of North Africa ? who mostly converted to Islam with the arrival of the Arab tribes in the 7th century.

Morocco's Jewish population was invigorated in 1492 when Spain expelled Muslims and Jews, most of whom fled to Morocco and brought with them the sophisticated urban culture of Andalucia.

"The Jews in Morocco were everywhere, in the cities, in the small villages. It was a country with a large and vibrant community of Jews and with their departure, Morocco lost a large part of its history," said Rehihil.

At its peak in the 1950s, there were an estimated 300,000 Jews in Morocco out of a population of some 8 million.

With the establishment of Israel and the encouragement of Zionists, Morocco's Jews left. Some went for religious reasons to seek the long promised land, some for a better life than in economically troubled post-colonial Morocco, still others who feared persecution.

Unlike elsewhere in the Arab world, the creation of Israel did not spark widespread animosity or attacks on Jews. There were isolated incidents but no national campaign. Many Jews left, however, after being told by Zionist agents they were in danger, said Rehihil.

"Each time there was an Arab-Israeli war, there would be tensions and the Jews would become afraid and some more would leave," she said, adding that most had left by the 1973 war.

Some 5,000 now remain, almost all in Morocco's commercial capital of Casablanca.

As in the rest of the region, however, there has been a heavy focus in Morocco on the plight of the Palestinian people and many Moroccans have started equating Jews with Israel. In May 2003, a series of al-Qaida-inspired bombings in Casablanca attacked, among other targets, a Jewish cemetery and a community center, which was empty at the time.

Protests against Israeli military actions are a regular occurrence, the most recent in November over the latest clashes in Gaza. Tens of thousands marched through Casablanca and Rabat in demonstrations attended by members of the governing moderate Islamist party.

"It's not a matter of denying the history of Moroccan Jews nor attacking freedom of expression, but defending one of the principal foundations of the nation, which is to say, no to normalization with the Zionist entity," said Mohammed Khiyi, a member of parliament with the Islamist Party for Justice and Development who demonstrated against Hachkar's film on Feb. 5.

He contended that the film "is trying to do Zionist propaganda. The real Moroccan Jews were those which stayed in their country and were proud, not those the film tries to portray as victims of deportation to Palestine."

A surprising critic of the film is one of Morocco's Jews, Sion Assidon, a leftist activist, former political prisoner and a member of a group advocating the boycott of Israeli products.

"The film is effectively a vehicle for the message of normalizing with Israel," Assidon told the AP. "The people we see are never once questioned about the essential issue, which is that they are colonizers occupying the land of another people that were earlier expelled."

The Moroccan Jews in the film do look back fondly on how well they got on with their Muslim neighbors and lament the daily violence and hatred that characterize the tense relations in Israel today with the Palestinians.

About 1 million Jews of Moroccan origin now live in Israel. Some 50,000 Israelis ? many of them Moroccan ? visit Morocco every year, said Sam Ben Chetrit, the head of the World Federation of Moroccan Jewry, who moved to Israel from Morocco in 1963.

Ben Chetrit said that on a visit last year, "we were told (by legislators) 'we are happy you are here, this is your home, but make sure you bring your children too.'"

Israel has had a friendlier relationship with Morocco than with other Arab countries, and over the decades, the two have had trade, diplomatic and intelligence links, which have dwindled since the outbreak of the Palestinian uprising in 2000. Tourism, however, has remained constant over the years.

Morocco's monarchy, the real power in the country, has had a complex position of balancing advocacy for Palestinians with a historic role of defending the Jewish community.

On one hand it has presented itself as a protector of Muslim Jerusalem, founding the Jerusalem Committee of the Organization of Islamic Conference to fund projects to help the Palestinians living there. In a speech at an OIC meeting on February 6, King Mohammed VI condemned "the Israeli government's aggressive, unilateral practices against the Palestinians," namely the expansion of settlements.

Morocco played a behind the scenes role in the 1990s getting Israelis and Palestinians to talk to each other and hosted Israel's then prime minister, Shimon Peres, in 1986. Tzipi Livni, then Israeli opposition leader, attended a conference in 2009.

The monarchy has recently spoken more about preserving the Jewish heritage, and Judaism is enshrined as a component of the national identity in the 2011 constitution.

In a ceremony this month that included German parliament speaker Norbert Lammert, the king sent Prime Minister Abdelilah Benkirane, of the same Islamist party whose members protested Hachkar's movie, to inaugurate the renovation of the 17th century Slat Alfassiyine synagogue in Fez.

"We are calling for the restoration of all Jewish temples in the different cities of the kingdom so that they are not only places of worship but also spaces for cultural dialogue to renew the founding values of Moroccan civilization," declared the king's speech, which was read by the prime minister.

Rehihil said young Moroccans visiting the museum of Moroccan Judaism on school trips were often hesitant, until they saw how the clothes, caftans and other Jewish artifacts were familiar to them as just Moroccan.

Then the stories come out, she said, as people recalled their grandparents' experiences with Jews.

"I am part of this new generation that did not live with the Jews," said Rehihil, referring to those born after 1960.

"The Muslims were traumatized by the departure of the Jews as well. You will not meet a Moroccan who didn't have someone in the family with a Jewish friend, a Jewish neighbor, or worked with a Jew, or whose grandmother learned embroidery with a Jew or whose grandfather did business with a Jew."

China admits pollution-linked 'cancer villages'

The Chinese authorities for the first time in years admitted the existence of so-called ?cancer villages?? villages near factories and polluted rivers where cancer rates have reached alarmingly high levels.
Chinese environment ministry's admission came in its newly unveiled plan to curb the release of toxic chemicals?in its latest response to rising public awareness about air and water pollution. A Sina Weibo ( Chinese equivalent of twitter) post by of the state-run Global Times showed a map of the villages that are having startlingly high incidence of cancer which are spreading from the middle of Eastern China to the middle of Western China.


The number of Chinese cancer villagers could exceed 247, covering 27 provinces, according Investigative journalist Deng Fei, who made the research based on existing data, with 197 of them being confirmed. But recent researches, as cited by Xinhua, suggest number of cancer villages could be as high as 400.


Deng Fei recently launched a top-trending campaign on Sina Weibo inviting users to upload photos of their hometown rivers. The move, according to him, was an attempt to show the extent of pollution in Chinese rivers.

The Fastest Spacecraft Ever?

Of all the spacecraft humans have launched, there have been some impressively fast movers. But which holds the record?

It?s not an entirely idle question. Apart from the wow factor, it?s an interesting yardstick for gauging our capacity to explore the cosmos, from familiar planets to the icy depths of space.

However, as I quickly discovered in writing this post, it?s not always an easy quantity to evaluate. For one thing, launch velocities differ from eventual cruise velocities. And fancy interplanetary maneuvers like the ?gravity assist? can provide temporary speed boosts that have to be taken into account.

It also depends on what you measure velocity relative to. Far away from the Earth it makes more sense to work with heliocentric (sun-relative) measurements. And (as you?ll see) you need not be zooming away into the void at all to reach the highest sustained speeds.

We can start off easy though. Launch velocity is something very definite, tuned to the finest level possible in order to insert a mission into its optimal trajectory. The record holder is also easy to find, it?s the New Horizons mission to Pluto and the Kuiper belt.

Launched by NASA in 2006, it shot directly to a solar system escape velocity. This consisted of an Earth-relative launch of 16.26 kilometers a second (that?s about 36,000 miles per hour), plus a velocity component from Earth?s orbital motion (which is 30 km/s tangential to the orbital path). Altogether this set New Horizons barreling off into the solar system with an impressive heliocentric speed of almost 45 km/s or 100,000 miles per hour.

The Sun?s pull is relentless though, so sometimes you need a helping hand. In 2007 New Horizons had slowed to about 19 km/s and made a flyby of Jupiter to snag a gravity assist (where the spacecraft ?stole? a tiny bit of Jupiter?s momentum) in order to regain about 4 km/s ? before settling in for the long coast outwards. In the first figure shown here you can see how this is going to play out ? heliocentric velocity is going to slowly drop during the journey through the Sun?s ever weakening gravity field. However, when it encounters Pluto, the spacecraft will still whizz by at about 14 km/s relative velocity.

This velocity profile is pretty typical, although quite simple. For comparison I?ve included a similar plot for Voyager 2?s trajectory (and it?s worth noting that Voyager 1 presently holds the record for highest velocity the furthest from the Sun, currently clocking a healthy 17 km/s or 38,000 mph).

The numerous gravity assists and course alterations in Voyager 2?s ?Grand Tour? of the solar system are writ large in its velocity history. Both Voyagers were able to build their escape route from the solar system while also taking in the sights ? an incredible accomplishment.

But what about the other record holders? In terms of pure heliocentric velocity, the current champions are two probes called Helios I and II that were launched in 1974 and 1976. They entered orbits that took them closer to the Sun than the planet Mercury.

The nearer you orbit to a huge mass like the Sun the faster you have to move, and the Helios sisters moved very fast indeed. Both hit orbital velocities in excess of 70 km/s ? or about 150,000 miles per hour.

But they?re not going to hold onto pole position for much longer.

First, NASA?s Juno mission to Jupiter will be arriving in the Jovian system in 2016 and will enter a polar orbit around the gas giant. But Jupiter weighs in at 317 times the mass of the Earth. Falling deep into its gravity well will accelerate Juno to a velocity of about 160,000 miles per hour relative to the planet, before it can swing by, drop speed, and get into its mission orbit.

In 2018 though, a new NASA mission ? Solar Probe Plus ? will be launched. Designed to come as close as 8.5 solar radii to the Sun (that?s about about 5.9 million kilometers or 3.7 million miles), it will hit orbital velocities as high as 200 kilometers a second (450,000 miles an hour).

To just put that incredible figure into perspective ? going this fast would get you from the Earth to the Moon in about 1/2 an hour. It is also about 0.067% the speed of light.

It turns out that the fastest spacecraft do indeed go to the stars, in this case our nearest one.

KABUL, Afghanistan (AP) ? The U.S.-led coalition in Afghanistan said Monday it has found no evidence to support allegations that American special forces were involved in the abuse of Afghan civilians in a restive eastern province that serves as a gateway to Kabul.

The statement came as the Afghan government moved ahead with an order to expel the special forces from Wardak province within two weeks, undeterred by fears the decision could leave the area and the neighboring capital more vulnerable to al-Qaida and other insurgents.

Provincial officials and analysts expressed concern the already dangerous province could become more unstable without the American firepower, although they agreed with President Hamid Karzai's decision to investigate the allegations.

Karzai issued the order on Sunday after a meeting of the National Security Council at which Wardak provincial governor Abdul Majid Khogyani and other local officials blamed Afghans working with U.S. special forces for the disappearance of at least nine men and the murder of an Afghan university student. The U.S. forces are being expelled because of their association with the Afghan groups.

Khogyani and the other officials also alleged that the Afghans working for the American special forces were involved in abusive behavior including torture, killings and illegal detentions.

The armed Afghans are not part of the Afghan security forces, the government has said, implying that they are members of secret militias working with the Americans.

Coalition spokesman German Gen. Gunter Katz said the International Security Assistance Force found no evidence showing foreign forces were involved in abuses, but he did not comment on the Afghans allegedly linked to the Americans.

"We take all allegations of misconduct seriously and go to great lengths to determine the facts surrounding them," Katz told reporters. "Over the past few weeks there have been various allegations of special forces conducting themselves in an unprofessional manner" in Wardak.

He added that "so far, we could not find evidence that would support these allegations."

Katz said he would not comment on the allegations until the coalition talks to the Afghan government "in the near future."

An ISAF spokesman, Jamie Graybeal, said that "in recent months, a thorough review has confirmed that no Coalition forces have been involved in the alleged misconduct in Wardak province."

He said that the two sides had agreed to a joint commission to look "into the current concerns of citizens" in Wardak.

Presidential spokesman Aimal Faizi, however, said the government had asked NATO about the groups in the past and had not received a satisfactory answer.

Wardak is a lynchpin province that connects the capital to southern Afghanistan, and the country's main north-south highway and trade route runs through its hills and desert plains. It is considered a transit point for insurgents coming from the south ? the Taliban heartland ? and from the east along the Pakistani frontier where insurgents retain safe havens.

The area outside the provincial capital of Maidan Shahr ? an hour's drive from the capital ? is so dangerous that local officials reported they often can't go to their offices by road.

It has been the focus of counterinsurgency efforts in recent years and the site of many attacks against coalition and U.S. bases, including one in November that killed three Afghan civilians and wounded 90. In August 2011, insurgents shot down a Chinook helicopter, killing 30 American troops, mostly elite Navy SEALs, in Wardak. The crash was the single deadliest loss for U.S. forces in the war.

At least 100 insurgent groups operate in Wardak, including al-Qaida, the Taliban and fighters loyal to the Pakistan-based Haqqani militant network, according to Jawed Kohistani, a political and military analyst. He said recent suicide attacks in the capital were an indication that the situation could deteriorate if special forces withdrew from Wardak.

"They can attack convoys, destabilize the security situation in Kabul," he said. "It is giving them opportunity to get stronger in Wardak, and that will be a real threat to the security of Kabul city."

The Afghan government has said it is confident its own security forces, which took the lead for security in Wardak last December, can deal with the insurgents and stabilize the province.

It is unclear how many of the extremely secretive U.S. special forces are operating in Wardak.

"We never talk about special operating forces. We don't about their numbers either," said Katz.

Afghan forces have been in control of Kabul for years and Katz said then government had assured them that "they are capable enough to provide security" for the capital.

Sher Shah Bazon, a member of the Wardak provincial council, said there were many complaints about Afghan groups working with U.S. special forces, but "we must find a solution for this sort of issue here by talking with the U.S. special forces, which did not happen. Instead a decision was made which I believe most people are not happy with it."

He said that Wardak was so insecure that local officials had problems getting around.

"A district governor or a district police chief in many districts can't go to their offices by road, and if they go they must have a big convoy of security forces with them. So with a security situation like this, the withdrawal of the foreign forces is not a good idea," he said.

Most of the complaints are aimed at the Afghans working with the U.S. special forces, provincial officials said.

"I can say a lack of coordination between the Afghan and foreign forces caused all these problems in Wardak. The withdrawal of the U.S. special forces from Wardak would not be to the benefit of people, government and security of Wardak province. I am sure that would have a negative impact on the security of Kabul city as well," said Mohammad Hazrat Janan, deputy head of provincial council.

UFC 157 prelims: Dennis Bermudez, Matt Grice deliver Fight of the Year candidate

ANAHEIM, Calif. -- UFC 157's preliminary card started with a bang and ended with a snoozer on Saturday.

Dennis Bermudez took a tight split decision in a fight that will go down as a fight of the year candidate. He won it 29-28, 28-29, 29-28 over Matt Grice.

Bermudez fell into full mount early in the round and rained punches down on Grice's head, but Grice got out and came back late in the round by leveling Bermudez with a left hook.

But it's the third round of the fight that the MMA world will remember. Bermudez threw everything but the kitchen sink at Grice, but Grice hung in. He continued to throw kicks and punches at Bermudez right up until the horn sounded and a grateful crowd in Anaheim came to its feet.

?That was insane. Somewhere around the second round I woke up and thought 'Oh, I?m in a fight, I think I am in California somewhere'," Bermudez said. "If he?d given me a reason, maybe I would have quit. I had that battle inside me where I maybe could have [quit] but I won that battle and from there got back into the fight."

Brendan Schaub used takedowns, and little else, to beat Lavar Johnson 30-27 on all the judges cards in the final fight of the prelims. With the crowd booing, Schaub repeatedly took down Johnson, who had little takedown defense.

Michael Chiesa continued his unbeaten streak with a rear naked choked of Anton Kuivanen. Chiesa rolled through to get into perfect position. He sunk in a rear naked choke that turned Kuivanen's face red. Kuivanen tapped at 2:29 in the second round.

Sam Stout managed another decision win, taking the split 29-28, 28-29 over Caros Fodor. 14 of his fights have ended with judges cards being read, and this decision put his record to 19-8.

Kenny Robertson made quick work of Brock Jardine. He stopped him with a knee bar at 2:57 in the first round.

"Sometime you gotta go with what you are handed. He was on top of me but didn?t have a great posture," Robertson said after the fight. "I saw the opening, so I grabbed his leg and hyper-extended it and he verbally submitted. I?ll take it. It is a first round win in the UFC."

For the card's opener, Nah-Shon Burrell and Yuri Villefort put on a thrilling bout that ended with Burrell taking the decision 30-27, 29-28, 29-28. Villefort had a strong first round, grabbing Burrell for two different submission attempts. But Burrell fought back in the second round, busting up Villefort's face with smart boxing. In the final round, Villefort grabbed a heel hook, but left his face open. Burrell used the opportunity to punch Villefort several time.

After the thriller by Burrell and Villefort, Neil Magny and Jon Manley's bout was a let down for the crowd in Anaheim. They spent much of the bout in a clinch, with Manley trying for a takedown that never came. Magny took the bout with better striking as the bout wore on.

White House directs open access for government research

WASHINGTON (Reuters) - The White House has moved to make the results of federally funded research available to the public for free within a year, bowing to public pressure for unfettered access to scholarly articles and other materials produced at taxpayers' expense.

"Americans should have easy access to the results of research they help support," John Holdren, the director of the White House Office of Science and Technology Policy, wrote on the White House website.

An online petition on the White House website demanding free access over the Internet to scientific journal articles arising from taxpayer-funded research drew 65,704 signatures.

The directive comes amid a changing landscape for publishing and the availability of information due to the Internet.

Scientists have long published the results of their work in scholarly journals, and many such publications have warned that open access would destroy them and the function they provide the scientific community.

The White House move also came some six weeks after the suicide of Internet openness activist Aaron Swartz, who was renowned for making a trove of information freely available to the public.

Swartz ran into trouble in 2011 when he was indicted by a federal grand jury on charges related to allegedly stealing millions of academic articles and journals from a digital archive at the Massachusetts Institute of Technology.

The activist, who pleaded not guilty to all counts, faced a lengthy prison sentence and a hefty fine if convicted in a trial that was set for later this year.

Swartz's family and supporters blamed prosecutors for overreaching in his case, and his suicide drew attention to questions about the 1984 U.S. computer fraud law, much of which was written before the Internet.

Holdren said the decision to provide greater access took the concerns of scientific journals into account.

"We wanted to strike the balance between the extraordinary public benefit of increasing public access to the results of federally-funded scientific research and the need to ensure that the valuable contributions that the scientific publishing industry provides are not lost," he said.

Federal agencies are permitted a 12-month embargo time before offering access and can petition for a longer lag.

The openness directive applies to those agencies with more than $100 million in research and development expenditures. Agencies must develop plans to open data to the public within six months, and those plans will be vetted by the White House.

An industry group said the White House approach is a "reasonable, balanced" solution because it recognizes the value of publishers.

"The OSTP takes a fair path that would enhance access for the public, acknowledge differences among agencies and scientific disciplines and recognize the critical role publishers play in vetting, producing, establishing and preserving the integrity of scientific works," Tom Allen, chief executive of the Association of American Publishers, said in a statement.

But critics of the new policy said its value to the public and to scientists is undercut by the 12-month embargo.

"We are working on the cutting edge of the science. I want to read a new paper NOW, not in 1 year," Vittorio Saggiomo, a chemist at the University of Groningen in the Netherlands, wrote in an online chat about the announcement.

Pentagon suspends F-35 flights due to engine blade crack

WASHINGTON (Reuters) - The Pentagon on Friday suspended the flights of all 51 F-35 fighter planes after a routine inspection revealed a crack on a turbine blade in the jet engine of an F-35 test aircraft in California.

It was the second grounding of the warplane in two months and marked another setback for the $396 billion F-35 Joint Strike Fighter program, the Pentagon's biggest weapons program. The program has already been restructured three times in recent years and may face further cutbacks if Congress does not avert budget reductions due to take effect on March 1.

The F-35 program office said it was too early to know if this was a fleet-wide issue, but it was suspending all flights until an investigation was completed. A total of 51 F-35 jets were affected, including 17 that are being used for testing and 34 in use for training in Florida and Arizona.

It said it was working closely with Pratt & Whitney, the United Technologies Corp unit that builds the engine, and Lockheed Martin Corp, the prime contractor for the radar-evading warplane, to ensure the integrity of the engine and return the F-35 fleet to flight as soon as possible.

The program is trying to shore up orders from the eight foreign countries that are helping to fund development of the jet.

"Given the political scrutiny they're under and given the concerns about cost and performance, this is not welcome news," said aerospace analyst Richard Aboulafia with Virginia-based Teal Group. Although it was not clear how serious the issue was, he said another long grounding could set back the program's ability to complete an aggressive flight test schedule this year.

The Pentagon's F-35 program office began notifying the chiefs of the U.S. Air Force, Navy and Marine Corps late on Thursday about the engine issue and decision to ground the planes, said Kyra Hawn, a spokeswoman for the program office.

Major General Christopher Bodgan, who heads the F-35 program, made the decision to ground the F-35 on Thursday before traveling to an air show in Australia, according to a source familiar with the issue.

Australia is expected to make a decision in the next three to six weeks about whether to scale back its order of 100 F-35s and buy more Boeing Co F/A-18 fighters instead.

She said that a routine inspection at Edwards Air Force Base in California on February 19 revealed a crack on a low pressure turbine blade that is part of the F-35's F135 engine. The blade was on an F-35 A-model, or Air Force variant, which takes off and lands from conventional runways.

Pratt spokesman Matthew said the inspection showed "an indication of a crack" on the third stage low pressure turbine airfoil. He said the company was working closely with the Pentagon, Lockheed and the military services to get the planes flying again.

Engineering teams are removing the turbine blade from the plane and plan to ship it to Pratt's engine facility in Middletown, Connecticut, for more thorough evaluation and root cause analysis, according to the Pentagon and Pratt.

Hawn said an initial analysis was expected next week.

The grounding comes on the heels of a nearly month-long grounding of the Marine Corps variant of the new warplane after a manufacturing defect caused a fuel line to detach just before a training flight in Florida.

The Marine Corps variant of the F-35, which takes off from shorter runways and lands like a helicopter, was grounded for nearly a month after a fuel line detached just before a training flight at Eglin Air Force Base in January.

That issue was later found to be caused by a manufacturing defect. The Pentagon and the U.S. Navy lifted flight restrictions on the B-model of the plane on February 13.

Pilots flew a dozen F-35 flights at the Florida air base on Wednesday after the blade crack was discovered in California, and the Marine Corps marked its first operational flight of the F-35 B-model at Yuma on Thursday.

It will be the first time a statue of an African American woman will sit in the capitol. Parks' refusal to give up her bus seat to a white person in the civil rights era led to the Montgomery Bus Boycott.

Her statue is nearly nine feet tall and will be part of the National Statuary Hall collection.

Design and Features

It would have been nice to have a way to clip the stylus to the Latitude 10 directly, but you can use a case or your pocket to store the stylus when it's not in use.

Our review unit also came with a $50 Dell KM632 wireless keyboard and mouse combo, extra $50 power adapter, $40 case, and a $55 60Whr extended battery from Dell, bringing the bundle total to $1,146.98. The external keyboard and mouse help the Latitude 10 act more like a desktop when plugged into its docking station, and we'd recommend the dock if you work from a desk for significant periods of time. Keeping an extra power adapter in your travel bag will help keep your tablet charged, as will the extended battery. This highlights one of the Latitude 10's biggest differentiators among its rivals: It uses replaceable batteries, bucking the sealed battery trend popularized by the Apple iPad and continuing through the HP Envy X2 and Acer Iconia W510-1422. As seen below, the extended battery can give you more power without the added bulk of a keyboard dock.

The Latitude 10 has three storage options: 32GB, 64GB, and 128GB of flash storage. The 32GB units should be limited to those who are constantly connected and using Internet cloud storage or corporate servers for storage. You can get to those servers via 802.11 a/b/g/n Wi-Fi or using the HSPA+/3G WWAN radio in our review unit. As an option, 4G LTE will be available after this month, but the 4G LTE and Wi-Fi-only models will not have the GPS circuitry found in our review unit.

As befits a corporate-oriented system, the Latitiude 10 didn't come with any pre-loaded apps aside from Skype and a tile from Dell showing users how to get started with Windows 8.
